GIS and asset data: keeping the network record true during construction

As-built accuracy is a long-term asset. Practical rules for keeping GIS and inventory aligned across contractors and phases.

A network record that is wrong is worse than no record at all, because maintenance crews will trust it. Construction is when accuracy is cheapest to enforce.

Tie asset creation to field completion rather than to a downstream drafting step. Every structure, span and enclosure should be born with a location, a status and a parent work order.

Contractors should write into the same record you audit against, with validation at capture time — not a reconciliation project six months later.

Treat the as-built as an operational dataset, not a deliverable. It will then still be true when the first outage happens.
